Event #2 – Project Development (TOOLS & HATS) 

Once there is an understanding and an agreement to the Feasibility Budget Analysis (See Page 1) the next series of events are the Planning and developing of the projects needs.

All major home building projects require following the 5 Development Events that make up the all those TOOLS and HATS necessary for projects to be developed and eventually constructed in a sequence that allows HIBO to assist the Contractor or Investor to follow the performance and the investment events through the total building experience.

1.  PROJECT PLANS

HIBO will provide the Tool(s) and wear the Hat to:

  1. Oversee & Confirm the selection of the Plans Provider.
  2. Oversee the Plans Provider Services contract and confirm the Milestone Payments.
  3. Act as the liaison between the plans provider and the Contractor / Investor through the Plans Development Process.
  4. Monitor the plans provider to be sure the budget is respected in the plan design and meets the expected budget.
  5. Make certain the plans/design are completed in a professional, timely manner and prepared to meet a Permit review by the local jurisdiction.
  6. Review the completed plans documents and notify the Contractor / Investor to release the Final and all payments as per the service agreement contract.

2. PROJECT SCOPES OF WORK (SOW)

HIBO will provide the Tool(s) and wear the Hat to:

  1. Review the Permit ready plans and create the scopes of work required in each of the 1 through 25 events listed in the HIBO Scope of Work document.
  2. Prepare and facilitate each event to be attached to those specific venders, service providers, suppliers and all others contracts.
  3. Review the completed Scopes of Work with the Contractor / Investor before the Contractors, Providers, Vendors are solicited for those specific Contract Bids and Agreements to perform the work required.

*The Contractor/Investor may have opted to eliminate certain materials and or product from specific quotes and estimates for the purpose of providing them himself.  The Contractor/Investor must make provisions that insures these materials and products to be available to those specific trades in a timely manner, conducive of the Work Schedule. HIBO will provide the Contractor / Investor with a Materials/Product Guide that will assist the Contractor/ Investor in ordering and providing general materials, products and specialty items. 

3. PROJECTS SUBCONTRACTORS / VENDER / SUPPLIERS

HIBO will provide the Tool(s) and wear the Hat to:

  1. Identify each task provider as per the events in the SOW.
  2. Solicit and qualify each provider:
    – Review references, Licenses & Certifications, Insurances, Workman Compensation, Referrals and reviews of previous work.
  3. Review each providers contract format info and payment request sequences.
  4. Notify the Contractor / Investor of the selected vendors for review and/or comment before sending out notice to bid.
  5. Send out Plans / Documents to include, but not limited to venders, suppliers and others being requested for bids and estimates.

4. PROJECT BUILDING CONTRACTS

HIBO will provide the Tool(s) and wear the Hat to:

  1. Inform all bidders to direct their quotes, bids and proposals directly to HIBO to review for any discrepancies, address any deletions and or additional information with that particular sub or vendor.
  2. Analyze and confirm all proposals, quotes and bids.
  3. Notify the Contractor / Investor for review and comment on proposals and move to selecting the bids, quotes and proposals that comply with his project scope and budget.
  4. Consult with the Contractor / Investor to decide which schedules and terms of payments are acceptable and comparable to the Remodeling Industry Standards for a Fairness guideline between Contractor/Investor and Provider.
  5. Confirm and have Contractor/Investor confirmation to award contracts to Sub-contractors and Vendors who are in agreement with the Contractor/Investor provisions and policies aforementioned.

5. PROJECT SCHEDULES

HIBO will provide the Tool(s) and wear the Hat to:

  1. Create a Series of Events Chart that will assist the Contractor/Investor in understanding the professional order in which individual tasks and services must be provided.
  2. Create a Work Schedule that will assist the Contractor/Investor in indicating when each Sub- contractor and/or Vendor is to perform and provide their particular task and when it is to be completed.
  1. Create A Sub-Contractor/Vendor Contact Sheet to be provided to the Contractor/Investor so he will know who, where and how to contact any and all the service providers on his project.

*Note* The Contractor/Investor will need to address the impact of this project into his daily lifestyle. HIBO will assist in producing a Work Schedule that recognizes the Contractor/Investor position but also advocates a schedule for the vendors to perform in a timely and cost effective manner.
